Project Signature Ceremony GEF

Realising Energy Savings and Climate Benefits of ​ Implementing Mandatory Energy Auditing in the Republic of Mauritius


​The Ministry of Energy and Public Utilities, through the Energy Efficiency Management Office (EEMO), organised the Project Signature Ceremony for the Global Environment Facility (GEF)-funded project entitled “Realising Energy Savings and Climate Benefits of Implementing Mandatory Energy Auditing in the Republic of Mauritius” on Monday 09 March 2026 at the Caudan Arts Centre.


The ceremony was held in the presence of the Honourable Minister of Energy and Public Utilities and brought together representatives from the Ministry of Finance, the United Nations Development Programme (UNDP), public institutions and key stakeholders from the energy sector.

The project document was officially signed by the three implementing partners, namely the Ministry of Energy and Public Utilities (MEPU), represented by the Senior Chief Executive, Mrs Z. Guness-Goolbar; the Ministry of Finance, represented by Mr A. Acharuz; and the United Nations Development Programme (UNDP) Mauritius and Seychelles Office, represented by the Resident Representative, Ms Alka Bhatia.

The five-year project (2026–2031), implemented by EEMO under the aegis of the Ministry of Energy and Public Utilities, aims at supporting the operationalisation of the national mandatory energy audit scheme by addressing existing technical, institutional and financial barriers to energy efficiency implementation in Mauritius. The initiative contributes directly​​​ to the country’s Nationally Determined Contributions (NDCs) target of improving overall energy efficiency by 10% by 2035 relative to the 2019 baseline.

The project is expected to generate significant environmental and economic benefits, including approximately one million tonnes of avoided CO₂ emissions over the lifetime of the measures implemented. It will also strengthen institutional and technical capacities, support energy efficiency investments, and promote awareness and outreach activities across both the public and private sectors.

The event also provided an opportunity for stakeholders to reaffirm their commitment towards sustainable energy use, climate action and the transition to a more energy-efficient Mauritius.
